Generally, the recommended practice is to only set forceCharset (and
setDbInit) in the install tool and *not* set any character set for the
FE. TYPO3 then automatically will use the charset set in forceCharset
for the FE. (I remember some customer having problems with forceCharset
and renderCharset.)
