Alpha releases were never intended to be used in a production 
environment. As long as paymentlib is based on only a few 
providers/gateways, it will not be labeled stable.

To become stable, paymentlib must be tested with more gateways/providers 
and other extensions. The will course require the developers to actually 
release the providers/gateways etc.
