[TYPO3-l10nmgr] CATXML format

Hi,

the format looks good to me.

I don't know if we need the t3_ prefix in the header part of the XML.

Can we protect the header part from being modified by CAT tools?
I already had the case where a customer was happily replacing all 
occurences of DE by EN, even in the header part.

Regarding transformations it comes to my mind that RTE CE with links 
inside will not be exported properly and end up as skippedItem.
