[TYPO3-l10nmgr] Changes in v3 branch

Hi,

today I committed the following changes in the v3 branch:

Introduces $tableUidConstraintIndex which gets filled from 
$l10ncfg['tableUidConstraint']. This allows to export only the elements 
which belong to the given table:uid pair. A possible use can be to send 
translation requests for a single record as email attachements when an 
editor clicks on a language flag in the list view mode of the TYPO3 BE.

Path to uploads directory was using a relative path which leads to 
problems on different installations. Removing the relative part of the 
path and adding the PHP constant PATH_site solves the problem.
