[TYPO3-doc] Planning for the TYPO3 CMS 6.2 release

There's a dependency between 1) and 2). Once the API for 6.2 is 
available as stable on api.typo3.org, all manuals with 6.2 versions 
(i.e. Core APIs, TCA reference, TSref and TSconfig reference) need to be 
rebuilt, as at least some of them make reference to new classes which 
are new in 6.2. Those links are currently broken since API links point 
to current stable.
