[TYPO3-doc] Deactivating documentation at typo3.org

According to:

it seems that the situation is not yet desperate and the Server Team 
still hopes to be able to improve the situation. So I'm leaving this on 
hold for now. Hopefully we can keep the mail and avoid all the changes.
