[TYPO3-doc] Adding documentation for new stdWrap-features

Hi,

I have a feature-request which is blocked just because of missing
documentation. I've searched several times, tried to ask here and there
but didn't find how to properly add pending documentation now (after it
has afaik changed quite a few times). And how would dependencies or the
like be added in the feature-review etc.?
