I answered in the Forge ticket, but I think it's worth repeating here,
since it touches on a decision we took a while ago about using locales:

migration project and we chose locales so that we wouldn't have the same

for fr_CA because we didn't support proper locales.
Locales are already used for Git repositories containing translations
(e.g. git://git.typo3.org/Documentation/TYPO3/Guide/Security.nl_NL.git)
and the Flow application is also designed to use locales.
