They offer github as enterprise install (as VM box), but without free 
licenses for open source projects. There opinion is that open source 
projects can use github for free via the official website.

Costs $5000/a (five thousand dollar/year) for 20 users at 20 user steps.

Given 200 active contributors, that means 50.000 dollar each year.
Given 500 users in total, that means 125.000 dollar ... the T3A has better 
ways to spend much money ;)
