[TYPO3-doc] DocBook: sample reference file

TYPO3 does not seem the best tool to do versioning, especially when 
compared to versioning-control system like Subversion or Git.

Everything is possible, of course, but if all the documentation is 
handled the same, it means it's easy for contributors to participate to 
various manuals, because the same logic is found everywhere. You don't 
have to say things like: "Oh, you want to contribute to the TSref? Well 
you have to request on account on wtf.typo3.org and work in a TYPO3 BE, 
and be sure to learn how to handle versioning properly." I would largely 
prefer if people were able to submit patches to a central place for any 
document.
