I like the changes. The only suggestion I would like to make is on the 
first page. IMHO there is no reason why a part of the text (the 
"official" stuff) is indented, while the top section is not. I would 
recommend to either indent all of the text or, preferrably, let the 
titles start at the left border, similar to the changes you made on the 
3rd page.

So my suggestion is to make it look like this:

I think this is visually appealing and more consistent with the rest of 
the document.

Btw, I share your aversion to couloured headlines.
