It's not yet a well-defined process, mostly because until now I was
working alone on the Core docs. And I don't think the Doc Team had such
a process either, because much happened in the wiki.
My proposal is to have two documents: a working copy, where we could use
change tracking and notes and the "manual.sxw" which is prepared (i.e.
changes and notes are cleared) when gearing up for a release. Of course,
the question is where to put those working copies so that they are not
released with the extension (or with the core)?
Maybe we can work in manual.sxw directly, but just not forget to clean
it up before releases.
