[TYPO3-doc] Documenting TypoScript constants (and more)

References should be kept separate from the rest of documentation, but 
at this point TSRef is much more than a reference - its a huge document 
with a lot of explanations. It would help to describe the TS basics, and 
then move to TSRef, and have a lightweight reference just to remind 
people of the syntax.

And yes, getting to documentation is a pain. The best way I found is 
google - which is not good.
