[TYPO3-doc] Documenting TypoScript constants (and more)

Hello Francois and Susanne,

I bought the "TYPO3 Kochbuch" - there are some things in what are not
explained in the official documentation. e.g. the constants categories.

What do you think - is it OK to ask Christian Trabold, Jo Hasenau, Peter
Niederlag to send us the content of this chapter? (chapter 7.6
"Typoscript Konstanten zentral verwalten")
