It is possible I am misreading this description. How does this apply to say:
temp.navright = HMENU
temp.navright.special = list
temp.navright.special.value = 73,233,96,98,235

So 'special' is a leaf but 'special.value' is a node.leaf pair in your
terminology?
I don't recall a situation where 'special' can occur on its own as a leaf
unless the 'value =' defaults to the current id. In which case that is
missing from TSREF and the 'special.value = pid' is invisible but TS acts
as if it were there. Hence 'special' can only be a node.leaf pair.
Although not strictly TS, 'template' remains another messy term and worse
still 'extension template'
