I think we can keep it that way for now till we are structured and have 
a clear goal and start writing. Then it will have to be stripped and put 
in editor manuals.

At the same time I would only call editor manuals what is clearly for 
editors and nobody else, e.g. Getting Started IMHO is *not*  an editor 
manual.

Team "editor" could take the editor parts and create a new document but 
I would strongly suggest not to make the mistake to copy documentations 
into the editor sections that have the mixed target group problem.

That way the editor team will only create clean documentations which 
allows them to go into translation much sooner. In the meantime the 
devadmin team has to clean up existing documentations where it makes 
sense or then - if necessray - start to rewrite some documentations.
