[TYPO3-dam] using TCAdefaults in process after upload form

Hi,

I am trying to use TCAdefaults for some fields in the process after 
upload form.

For instance I added "TCAdefaults.tx_dam.loc_country = DE" to the PageTS 
of the Media-Sysfolder and to the TS of the usergroup but id did not work.

Any hints?
