[TYPO3-content-rendering] Accessibility: File Links

Hi,

The cObj File Links, or in css_styled_content tt_content.uploads, can 
produce icons for the type of file or a thumbnail when it is an image.

Currently for these images there is no possibility to have an alt 
attribute, which we need according to BITV.

"Wenn Abbildung und Text zwei unabhängige Links auf das selbe Ziel sind, 
dann kann das alt-Attribut dagegen nicht leer bleiben. Denn gängige 
Screenreader verlassen sich nicht darauf, daß leere alt-Attribute 
sachgerecht eingesetzt werden, sie behandeln bei Bedienelementen leere 
wie fehlende alt-Attribute und lesen den Dateinamen der Grafik / die URL 
der Zieldatei vor." [1]

Now my question:
How to construct this alt attribute? Do we have one field where you can 
enter the alt for all the icons at once, like "click here to open 
<filename>", where filename is inserted? Or do we give the opportunity 
to enter this for each single file, without inserting the filename?

I would opt for the first solution, but we currently don't have that 
anywhere else in the core. The second solution is already used, for 
instance for images.
