But this is why there is a switch and not a hard coded behaviour. It's up to
the admin to decide ...

The problem (as usual) is backwards compatibility.
If you switch the behaviour of a switch this will confuse a lot of users.
So maybe it should be stated more clearly what is the default behaviour and
how to disable it?
