Yes, this might be a bit misleading. But the reasoning is that that
specific behaviour was added in a "interim-version" called "3.9.0" (a
pre-beta version). The [compatVersion] condition checks if the
compat_version setting is higher (the "=" is misleading here) than the
given one, so:

a) in a fresh 4.0 install:

compat_version = 4.0.0 > 3.9.0, so condition matches

b) in an upgrade from 3.8.1:

compat_version = 3.8.1 < 3.9.0, condition don't match, and you get the
standard-old behaviour
