Hi David,

commerce provides a invoice  as html , you can see the invoice in the 
browser as normal page and then the customer can print it
Another way, try with commerce_ext.
the Extension commerce_ext (TER)provides invoice as pdf ,the customer 
receives the attached invoice in the notification mail.
