[TYPO3-commerce] fe-user to select a discount

hello,

how can make a fe-user select a discount on the shopping basket  
contents? the fe-user places different orders - for one order he  
should be able to select (5% 10% 15%) discounts. the discounts, as  
far as i understand them are directly linked to the fe-user, which  
does not help me. it could be like a delivery method - only for  
discounts. any way of doing this?
