[TYPO3-commerce] no VAT for international clients

I am thinking about the following:
group : shop users
here you display the "normal" shop including VAT
thats what you allready got if I understood you right
new group : "got valid VAT"
if someone logs in with such an account he will see
"another shop" , based on the same article data so
you dont have to do any chanings there. But the sites
(product-view, deatiled view, basket and checkout) are
based on another html-tmpls.
