I can't talk for anyone but fr-ca instead of just fr is becoming 
mandatory for Government approuval of products here.


But I see no problem for a custom coding that builds on ISO codes. eg if 
country is

ISO 639-2 supports 3 letter language but that's not enough to make a 
distinction between fr-fr and fr-ca ;) Same for en-uk vs. en-us.

I'll start a new thread on the subject of dialect.
