I don't get it. What dialects? Do you regard fr-ca as dialect or do you need further refinement like
de-at-vienna? But I see no problem for a custom coding that builds on ISO codes. eg if country is
not enough add territory codes to it. AFAIK there are also ISO codes for that around. If you need to
code an invented language of your own, just make up a code that is distinct.

But...

The two letter language codes do NOT cover all languages. You have to use the three letter codes for
that. Perhaps you want to reserve four letter codes (har har) for made up codes.
