[TYPO3-project-4-3] installed plugins in 4.3 & t3editor

Hi,

the extList provided with the current 4.3beta DUMMY package is indeed
not up-to-date with what we should ship by default. This will probably
be fixed before the release.

About the "compatVersion": I still cannot confirm how a new user would
end up without a compat_version=4.3 line in the localconf.php, as this
is set right after "STEP 1" of the 1-2-3 wizard.

If you enter the install tool without going through the 1-2-3 wizard it
assumes you are either upgrading or just maintaining a current
installation, thus without compat_version configured it assumes you are
upgrading from 3.8.

What might also be misleading is that "changeCompatibilityVersion" is
always present in the Upgrade-Wizard, you must just read it well enough
to understand what it means: "Up to date!" is the keyword that it is
fine. It shouldn't provide a "Next" button in that case.
