[TYPO3-project-4-3] RFC: reports and befunc::displayWarningMessages()

Idea:

* create a new "start module" (in a new sysext?)
* the "start module" implements a dashlet API
* let the "about module" provide a dashlet
* let the "reports module" provide a dashlet
* make the shown dahlets configurable
