[TYPO3-project-4-3] Install tool usability

Well, originally there was supposed to be a totally revamp of the 
Install Tool as a sponsored project. This however never attracted enough 
interest from sponsors and is currently on hold.

Now recently a group of people has come up with an interest in improving 
at least some parts of the Install Tool. I suppose something will happen 
like for DAM or workspaces: a group will form and take care for that tool.
