[TYPO3-project-4-3] RFC #8070 and #11107 image rendering

What are the issues? I cant find them (at least if they are in english)

I know that #11107 doesnt have to care about #8070 if #8070 isnt commited 
but it would be great to have a #new_feature = #8070 + #11107
