[TYPO3-project-4-3] t3lib_cache_backend_FileBackend doesn't work on Windows

Hi!

As I am currently trying to implement a cache for the Reflection service
in Extbase I am testing on Windows with the file backend. I can't get it
to work properly.

Can somebody with more experience with the caching system have a look at it?
