Actually following a review session with Michael, the API did change a 
bit. To register events you must now use:

$GLOBALS['TYPO3_CONF_VARS']['SC_OPTIONS']['scheduler']['events']

instead of

$GLOBALS['TYPO3_CONF_VARS']['EXTCONF']['scheduler']['include']

The new syntax feels more logical.
