This not a totally accurate picture.

This is possible by installing the extensions that correspond to the 
documentation (e.g. doc_core_tsref for the TSRef). This makes it 
possible to update core reference at any time.

There is, said the extensions are installed.

The info stored in static_tsconfig_help is also used for the online help 
found when editing TypoScript, but of course it could be much better.

There are definitely lots of things that can be improved with 
tsconfig_help and the usage of the data that is generates/stores.

One particular problem is that it doesn't work on Windows (IIRC because 
of the unzipping of the SXW file). About getting info from the manuals, 
Ingmar suggested that it could be nice to have a link to download and 
install the related extensions, just like when you have dependencies in 
the EM.
