I think we targeted at a minimum of mysql 4.1 (because of utf-8).

Maybe we can make a clarification in the INSTALL.txt for 4.2.3.

BTW, can we rename ChangeLog to ChangeLog.txt or CHANGELOG.txt? Then it
would be in sync with INSTALL.txt and LICENCE.txt and could be opened on
Windows :)
