[TYPO3-project-4-3] Is it time to ship optimized TYPO3 by default?

OK, but this optimized package should be available from the download 
page as well and should also contain compressed CSS and JS files... 
Otherwise it would not make sense I think.

Who will find time to make this package automatically when the automated 
process for "standard" packages does not work anymore?
