I don't know what the Dashboard uses for placing and moving around 
widgets, but I just wanted to attract your attention to the fact that 
the extJS was just added to the TYPO3 trunk (as part of the new 
Installer) project, so it might be worth using for the dashboard.

One additional question: does the dashboard use one of the widespread 
APIs for widgets, like Netvibes' Universal Widget API [1]? It would be 
great because it would make it possible to create cross-platform widgets.
