Freelancers do. And I doubt that it makes sence to be employed at your 
company in an international context concerning laws (i.e. greencard 
etc.), health care issues, etc. etc.

If you really have enough work to do to hire a half-time programmer in a 
middle or long run I suggest to mention WHERE (at least country) this 
would be. That way you probably find s.o. for a fix employment at a 
lower rate. But you should be prepared to pay more than you would pay 
your cleaning lady ;-).
