[TYPO3-install] New Install Backend Login not working.

Hello all, i am new to typo3. Just installed CMS 6.2.8 on Centos 7 , MariaDB and  PHP 5.6.3 fast-cgi

Directory Structure

I am not able to login, error i am getting is

No public key could be generated. Please inform your TYPO3 administrator to check the OpenSSL settings.

Checked have OpenSSL 1.0.1e-fips 11 Feb 2013 installed.
Openssl location : /usr/bin/openssl

Changed LocalConfiguarion.php RSA to Normal

'loginSecurityLevel' => 'normal', 

and then login is working. So some setting with Openssl but not sure what to check.
