You you have to do it yourself.
TYPO3 is split into two parts, the source which you downloaded at the 
dummy which contains the skeleton site (fileadmin, typo3conf, typo3temp, 
uploads).
The reason is, that you can share the source between many installations 
and that you only have to update the source once and many installations 
are updated ;)
