[TYPO3-install] problem changing the backend-language

Hey,

I just tried to change the backend-language using the
translation-handling. I selected "German" and did an update. After
that the status in all list-items was "ERR". Therfore I clicked "check
against reprository" and than again on update. Now everything seems
fine - but it doesn't work. I can change the default-language in the
user-settings to German - but it has no effect. I found out that typo3
created a folder "de" in "typo3conf/l10n/", but this foulder remains
empty. I even found out that several .zip-files having "l10n" in their
filename appear in typo3temp. But typo3 doesn't unpack them to
"typo3conf/l10n/de". What I did is to unpack these files to
"typo3conf/l10n/de" manually. After that the German language works.
But I think that isn't a solution cause I don't want to do that
time-wasting process after every installtation of an extension or
update of the typo3-core. What can I do? I assured that the
"de"-folder is writable for typo3 by running "chmod a+w" on the
command-line.
