Keeping the install tool from spewing warnings at people sounds pretty 
sensible to me.

You should try and produce a patch and post it on the bugtracker: 
http://bugs.typo3.org

If you don't know how to produce a patch, please explain in your bug:
- steps to reproduce the problem
- expected behavior
- observed bahavior
- proposed fix
