[TYPO3-install] Newbie: localconf.php is not found!

1. Check you have the correct permissions try 777!
2. Check your php safe mode
 
If you uploaded the TYPO3 folders by FTP I am sure you will always get
errors.

I assume you don't have SSH access to your server?

My advice for .zip mode without SSH

1) Download the two files to your hard drive
2) Check the md5sums match
3) Upload them to your webserver and hope the md5sums still match. You can't
usually check without the SSH.
4) Use your web host manager software to browse and unzip the files.

This should ensure that you get no corruptions in your uploading and all
should work fine. If you still have problems it is likely to be a server
setting not TYPO3. eg permissions or safe mode etc.

I tend not to use the .zip packages but just the .tar.gz
