Actually TYPO3.Setup already exists. But I could see potential for a 
much nicer Flow Welcome package and helpers to get up and running. Not 
sure if that's enough for a GSoC project but I think scaling down is a 
good idea. I want to learn from mistakes, so having rather too small 
than to big projects is a good idea. Will add that.

Yes that was already done. I reviewed last years ideas together with 
Felix Oertel and all that still made sense went into the 2014 ideas list.
