Das ist eine Typo-Interne Meldung, es hat also nichts mit PHP direkt zu
tun.

Schau mal in das Install-Tool deiner TypoInstanz und such nach
[BE][maxFileSize] = 1000

Das ist der Wert, den du anpassen musst.
