I once had an instance where this was solved by an additional category 
'highlight' which was shown first and then the other news were shown by 
date.
I don't know wether this was a build-in solution or if we had to modify/ 
extend tt_news.
it was a solution in one plugin, as the number of news was constant, 
independent from number of 'highlight'-news.

maybe a sorting by category and date
