[TYPO3-english] Prevent TYPO3 to generate <body> tag

Our TemplaVoila page templates need to set their own classes for the
<body> tag, and they cannot set that via TypoScript.

For this case, it is necessary to let TemplaVoila generate the <body>
tag - and have TYPO3 not generate it.
