[TYPO3-english] Default doctype in 4.7.1 ... not html5 ?

yes i know it's ok, and that i can get an html5 doctype with 
config.doctype = html5

... that wasn't the question:

is html5 not the default doctype in t3 4.7 ? i thought i read something 
somewhere about it becoming the default

and just out of curiosity:

why isn't the doctype in one line ?
