[TYPO3-english] Where to set mb_internal_encoding

Hi there, list-members!
I converted my site to utf-8 and found out that, to work properly, php has to be set to mb_internal_encoding = utf-8.
Since I cannot access php.ini, the only thing to do is to set mb_internal_encoding('utf-8') in php-files.
Somebody recommended to do this in the main index.php...
But is this the right place?
Additionally this works only for the frontend. Where do I have to put it to make it work in BE as well?
