[TYPO3-english] typo3.4.28 ENABLE_INSTALL_TOOL problem

Using T3 4.3.2, I'm still stucked with that ENABLE_INSTALL_TOOL problem. 
I tried to put KEEP_FILE line in it, no luck...

Any idea?  This is rather annoying.
