The Windows version of aspell is very old and nobody seems to support 
it. The 'latest' version is from 2002. There was a note from 2008 which 
asked for someone to take over support for the Windows port. Since there 
is no recent release I think nobody took over.

Fortunately most browsers have spell check functionality. This works 
very well for example in Firefox.
