[TYPO3-english] Create new workspace - button is gone

Hi list,

I'd like to create a new (custom) workspace but I cannot seem to find 
where to do this. All manuals I've read say that there should be a 
button for it in the workspace module (User tools module -> Workspace) 
but it's not there ( http://nl.tinypic.com/view.php?pic=2hzjr7r&s=6 ).

There's nothing written in the manuals about settings to enable this.

I'm logged in as an admin so that shouldn't be the problem.
Also, I've taken a look at the install tool but can't find anything that 
  indicates how to enable custom workspaces.

Maybe some of you know the answer and are kind enough to share it ;-)
